


The U.S. Department of Justice has opened investigations into three Michigan school districts, a development State Representative Gina Johnsen (R-Portland) said reflects the very concerns parents and lawmakers raised in response to recent changes to Michigan’s health education standards.
The Justice Department announced investigations into Detroit Public Schools, Godfrey-Lee Public Schools, and Lansing School District. Federal officials are examining whether sexual orientation and gender identity related material was included in required instruction for students in grades K-12, whether parents were properly notified of their right to opt their children out of optional courses, and whether districts are complying with Title IX protections for students.
“When the proposed Health Education Standards Framework was introduced, parents immediately voiced concerns about questionable content being incorporated into required coursework without clear notice or accountability,” said Johnsen. “Those concerns centered on transparency, parental rights, and compliance with federal law.”
The framework revised statewide guidance for health instruction, including expanded references to sexual orientation and gender identity. In response, Johnsen introduced House Resolution 195 urging the Michigan Department of Education and the State Board of Education to reject the framework and reaffirm parental authority. She also secured a full House Oversight Committee hearing to ensure public testimony and legislative scrutiny.
Building on that effort, House Bill 5364, also sponsored by Johnsen, passed the House Education and Workforce Committee the same day the DOJ investigation was announced. The bill would amend the Revised School Code to require both chambers of the Legislature to approve any changes to state curriculum standards before they take effect.
“Major changes to what children are taught should not be implemented without legislative oversight and parental input.’ Johnsen said. “This investigation reinforces why we acted. Michigan families deserve clear notice, meaningful opt-out protections, and schools that respect both parental rights and Title IX protections.”
